I would like some utility that can enable me to have a set of reference photos open in my workspace which i can color match too ideally. I’ve seen one thing like this for Pinterest however don’t have any clue what it’s referred to as. Please assist me.

Almost every professional graphics application (Adobe, Affinity etc.) will have some form of “eyedropper” tool. Even Powerpoint has one. Just paste in your reference images and use the eyedropper to select colors and create swatches from it.
Depends, on desktop Photoshop is your best bet if painting, Illustrator if doing vector illustration. On tablet, Procreate is a better option.
