Some brushs/shapes > Blur > Noise will be the easiest way
In your exemple it’s seems to have some shapes of different sizes and colors.
Photoshop back then was super basic so gradient maps, Gaussian blurs, the layer styles. Don’t overthink it. Much of it it was in the photography.
