The hyperlink says the designers identify is Tom Lai and it was designed in 1991. However that is the one web site associating this font with that designer so I am not even positive it is right.   1. There is a minimum change you can make, not sure but 30% is the urban myth, to pass any legal challenge.

    Most times you should be able to track down a licence, but thousands of fonts flooded the market back in the ‘90s and a lot of those foundries no longer exist. I still have floppies of legal fonts which aren’t available to buy now.

    That said, I’ve modified fonts to better fulfil my needs before. If you’ve done your due diligence then go for it and attribute credit as much as you can.

  2. If there’s a EULA that doesn’t specify the you can’t modify it, then you can modify it. Modifying and distributing the modified font is usually prohibited. But lots of EULAs allow modification for internal use. As for this one, it’s one of those early 1990s abandonware fonts that may not have included a EULA or copyright message. If you can’t find a version with a license you’ll have to use your own judgement.
